House spending records show OpenAI's ChatGPT dominates paid AI use on Capitol Hill, with congressional offices relying on the chatbot to draft memos, summarize legislation, and assist constituent communications.

Congress spent roughly 90 percent of its AI tool budget on ChatGPT during the year ending in March 31, according to House disbursement records reviewed by CNBC. The spending totaled around $100,580 across 798 transactions, out of at least $113,740 in total AI spending by House offices, committees, and institutional accounts. Democratic offices accounted for three times more AI purchases than Republican offices. Congressional staffers use these AI tools to write memos, summarize and analyze legislation, respond to constituents, prepare hearing materials, and draft social media posts.
