The UK's energy regulator is proposing steep, nonrefundable deposits and advance customer requirements to prevent speculative data center projects from clogging the power grid connection queue. Thousands of projects applying for grid access likely will never be built, which delays connections for viable projects and makes it difficult for grid planners to forecast actual energy demand and plan expansions. The regulator faces a difficult challenge: the new rules must deter speculators without being so burdensome that they drive legitimate data center developers to other countries, potentially undermining the UK's ability to attract AI infrastructure investment at a time when compute demand is surging.
