Texas regulators have implemented new rules requiring artificial intelligence data centers to pay more of the costs associated with connecting to and using the electrical grid. The state's governor ordered these changes to prevent residential customers from bearing the financial burden of the infrastructure expansion needed to support the rapid growth of data center development. Under the new requirements, large data centers must post financial security before entering planning studies, disclose operational information, and pay direct interconnection costs, with transmission charges beginning once capacity becomes available. These regulatory changes reflect a shift in how grid capacity is evaluated, moving from assessing each data center project individually to evaluating multiple large projects collectively to better understand their combined impact on the electrical system.
