The strategy matters because data centers are expected to drive most new electricity demand over the next decade, yet significant uncertainty remains about load forecasts and how much responsibility PJM should assume for meeting those demands through infrastructure commitments. Key challenges include ensuring generation can be built quickly enough to meet projected demand, understanding how data centers actually behave under grid stress rather than treating them as static loads, and clarifying the division of responsibility between PJM, states, and other stakeholders in ensuring grid reliability.
