Deliverable power has become the primary factor in site selection, outweighing land costs, incentives, and fiber availability, because AI demand has dramatically increased capacity requirements and transformer lead times can extend years. The challenge is that while Amsterdam offers unmatched connectivity benefits from decades of infrastructure development, the city and national grid cannot reliably provide the massive power blocks that modern data centers require on predictable timelines. Policy restrictions on hyperscale facilities in most locations further push capacity to designated zones and regional markets that have available grid connections.
