Amazon Pushes Virginia to Let AI Data Centers Fund Their Own Grid Upgrades

Amazon has proposed that large data center operators be allowed to voluntarily fund transmission grid upgrades needed to serve their facilities, rather than having all customers share those costs. The proposal surfaces a debate about who should pay for electrical infrastructure expansions driven by rapidly growing AI data center demand. Transmission funding through customer contributions is common for generators and some distribution projects, but applying it to high-voltage transmission is more complex because those facilities typically serve multiple customers and regional needs overseen by regional grid operators and federal regulators. Experts identified challenges in separating costs that benefit individual customers from those providing broader regional benefits, and cautioned that allowing private funding should not create planning advantages for large customers over other infrastructure projects.
