Europe Has Built Sovereign AI Infrastructure. It Didn’t Build the Ability to Govern It.

Europe has built physical AI infrastructure that is sovereign, meaning it owns and controls where the servers are located. However, operators cannot yet demonstrate they can actually control, monitor, and take responsibility for what their AI systems do once they are running, which regulators now require. Converging regulations from both the EU and US now demand that organizations show they can trace AI system behavior, intervene while systems operate, and identify named individuals accountable for outcomes, rather than simply having compliant paperwork or owning the infrastructure. The gap between having sovereign infrastructure and having the ability to govern it is about to become expensive for operators who cannot answer these three questions: can they trace AI systems before failures spread, can they demonstrate tested intervention procedures, and is there a named person who can answer for the system's behavior.
