Daybreak for Frontline Defenders: $1B to protect essential services

OpenAI is committing $1 billion in subsidized access to its Daybreak cyber defense tools, training, and support for frontline defenders who protect essential services like water systems, electrical grids, and local government infrastructure. This initiative matters because defenders of these critical systems often operate with limited staff and budgets while facing increasingly sophisticated AI-enabled cyber attacks, creating what OpenAI describes as a narrowing window to strengthen defenses before attackers exploit vulnerabilities. The program prioritizes resource-constrained organizations including water utilities, state and local governments, community banks, and nonprofits, and includes partnerships such as a pilot with the Multi-State Information Sharing and Analysis Center to provide guided training and hands-on assistance. The commitment also encompasses over 35 enterprise products and partner services designed to integrate Daybreak capabilities into the tools and workflows that defenders already use.
