SAM (Sovereign Agent Mesh) is an Apache-2.0 networking project that creates a private peer-to-peer overlay for AI agents running across different locations, such as cloud servers, datacenters, laptops, and mobile devices, without exposing internal tools and APIs to the public internet. The system uses zero-config setup and zero-trust security, where nodes discover each other automatically, authenticate cryptographically, and authorize access offline using Biscuit tokens translated from OIDC identity claims. This matters for regulated organizations in financial services, healthcare, defense, and industrial sectors that cannot publish internal tools publicly but need agents to share tools across multiple network boundaries. Production deployment requires self-hosting a control plane for full data and policy control, while a public beta testnet is available for testing.
